因为主语opinions是复数,所以表语必须要是两个的意见,and 连接两个形式一致的表语,即A和B形式要一样.

A：that从句
B：to do 不定式
A和B形式不一致,所以错误.
修改后的句子：
A：that从句
B：that从句
A和B形式一致,所以正确.
2、decide只能带不定式作宾语
这类词有want,hope,ask等,有趋势,将来,命令之意的词用法都是这样,需要多读多记.
expressed后是宾语从句，带有两个或两个以上宾语从句时，第一个that可省略，而第二个以及后面的that不能省略；后一个是搭配
第一句的话应该是为了防止歧义的发生，如果不加that可能会认为it should be kept。。。是另外一句句子了
第二句的话 decide to do sth应该是固定搭配吧。
